Server wont start right

Every time I start my server it simply just doesn't load up in game, it will load a chunk but no where beyond that. When I try to go beyond that, it simply just lags out, and the server says its offline.

Have you changed the random tick speed recently or spawned a lot of entities?

Yes, I changed it way down to 20 the default but i think my friend put it to like 40 billion or something

Ok, just to be sure, can you follow these steps below?

1. Start your server.
2. Do NOT join your server when you start it. Instead, through the server console, run the command "/gamerule randomTickSpeed 3".
3. Join your server!

3 is the default random tick speed.
