end is stuck on peaceful

Me and my friends recently beat the game and we were wondering why is there no enderman in the end and we have tried /difficulty easy and /difficulty hard. (not from console) And we would like to have the end on another difficulty than peaceful. Any request how we could fix it?

Did you type the difficulty command while being in the nether? edit: end ofc

no i typed it while being in the end. Do i have to type it in nether to come to the end?

Oh oops no sorry my bad just typed the wrong thing hmm do you have any world management plugins installed that could force it to that difficulty?
