Can't get Resource Pack to Work

I uploaded the resource pack to Minehut, changed it to dl=1, added the SHA1 Hash, and restarted the server.  Everything was fine until the game told me that a resource pack was recommended, and I clicked yes, that i wanted to apply the resource pack.  But after I clicked yes, the game continued on without the resource pack.  What should I do?

Is the resource pack a valid resource pack? Try using it in single player and see if it works fine.
