When i turn off animal spawning and set the gamemode to peacefull and restarting the server 100 times its still on hard and the mobs are still spawning

When i turn off animal spawning and set the gamemode to peacefull and restarting the server 100 times its still on hard and the mobs are still spawning please help me because i get annoyed soo hard its just frustating me
