The creepers in my creeper farm won’t spawn

We’ve tested a creeper farm before we put it in our other Minehut server and it doesn’t work at all. I’ve heard people having it work on single player fine. Our enderman farm works fine, same with our villager one. Is it because it’s a hostile mob? We’ve tried finding solutions but can’t find any.

Do any hostile mobs spawn? 
You can type /difficulty hard to set the difficulty.

They all spawn and everything, though my friend went through and tested it on our main server and it worked but it didn’t work on our testing, we just put it at the conclusion it doesn’t work on flat worlds ^^
