server crashed

Hi, My friend's server crashed a week ago by setting the tickspeed on 1 billion. We deleted the latest log and it didnt help. When i loged in, this weird error comes up: io.channel.abstractchannel$annotatedconnectexception. Can someone say what to do so me and the boys can play on the server again?

Latest log is a file that allows people to see the logs of every event when the server was turned on and before it was shutdowned, it doesn't affect if the server can turn on whatsoever.

If the tick speed is still 1 billion, then go to your console and set the tick speed to about 20. If you can't turn the server on due to overload, then reset the entire server in the danger zone section of the panel.

Start up the server, don't join it, in the command section called server command do /gamerule randomTickSpeed 3

ohh ok well yeah it doesnt work

sometimes i can join but after 20 seconds i get auto kicked and when i join back i join where i was when the server crashed. Does someone has any idea what is wrong?
