How to make my server compatible with multiple versions?

I'm running a server for use with my friends, and while most of them prefer playing on 1.16.4, I have a bunch of mods for 1.16.3 that I don't really want to update. Is there any way to make the server compatible with both versions, since the only real change between them is client-side?

If you get the plugin ProtocolSupport, you can join with different versions. The server will still be on 1.16.4 but it will just allow you to join with other versions.
