Im not able to spawn mobs

I am for some reason not able to spawn mobs or place tnt on my server. If someone could help me out I would be very thankful.

Hey, a very common occurrence is that users don't have the specific options enabled to do this. Please make sure you've done the following:

• Option 1: To enable a specific gamemode go to the settings tab and choose what difficulty you would like to use. After that make sure you click the "Save" button.

• Option 2: You're able to change the difficulty in-game quite simply by doing the command showed below:

So I did what you said. And I am now able to spawn mobs. But tnt still isnt working and this is a huge problem on a Kitpvp server with a bomber kit.
