TNT duping not working after changing the setting in paper.yml

I'm trying to recreate Ilmango's compact cobblestone generator based on TNT duping. Currently, it looks like this:

 

Everytime i try to start up the machine, the TNT simply detonates without duplicating. I check my paper.yml settings, and I have most of the bugs enabled.

So I am unsure on where the issue is. Much help would be appreciated.

You need to restart your server after changing your paper.yml.

I've done so multiple times and it's still not working.
