PvP on server was disabled.

So, My GenPvP server. The defaults cannot pvp, I cannot pvp. I cannot find the cause of this.

Check and see if you worldguard regions or skripts that are denying pvp.

I have set every region except spawn to pvp allow. still nothing. settings have pvp on, nothing.

Check all your skripts to see if they have an on damage event. Does it say anything when you try to attack someone or does it say nothing at all? Did this start after you added or changed something on your server? Try looking at what you changed. The only other thing that I can think of may be causing this is Skript or EssentialsSpawn. Check your skripts like I said and see if EssentialsSpawn has any pvp deny thing near spawn or something.
