I need help with commands

So my friends owns a pretty big server like 8-10 players on all the time and I wanna figure out how to let new people that join his server be able to do /rules but they have no perms to do such command please tell me what the command is in the replies

You need to get a permission plugin such as LuckPerms or PermissionsEx. With those plugins, you can give users perms to specific commands from specific plugins.
