My changes don't save to my server.

I am working on a KitPvP thing so downloaded a map and made it the default world. I wanted to disable mob spawning, and then make it so command blocks worked. I selected the correct options for both of them on my thing, and restarted the server several times. For some reason neither of them worked. I couldn't add my command block machines and mobs still spawned. I tried to turn the mode to peaceful but it just stayed on easy no matter how many times I restarted. I have looked at so many threads but nothing seems to work. Please help.

For each of the options, there should be a save button. Did you press them after changing each option?

I set everything to what I want it to be but none of it is actually happening on the server
