My datapack won't work.

Okay, so, I'm trying to show my friend a datapack that I made, so I put the datapack onto the server and it "works", as in if I call one of the functions from the pack it works then, but they don't work automatically, when they should. If I type /function #minecraft:tick, that also triggers all the functions that the pack should, but it just wont do it automatically, and for some reason, command blocks wont call the functions at all. Maybe I'm being dumb, but can someone please help me. (P.s. I'm sorry if I'm doing this "Ask a question" thing wrong, I don't really do this often.)

UPDATE: After playing around with the datapack and pulling my hair out, I have learned that the problem is shulkers just don't spawn, I turned on mob spawning, it's sent to hard. Every. Single. Hostile mob spawns EXCEPT, shulkers. And, of course, shulkers are a key part in the entire data pack. I have absolutely no idea how to fix this.

Make sure you have command blocks enabled on the server. You can do that in the settings tab on the panel. Set it while the server is offline then click save and start it up afterwards. Do you have any plugins that may be affecting stuff with the datapack? I'm not too great at datapacks so not sure what may be causing the issue.

Command blocks are enabled and I have no plugins installed sadly. Thanks for the help though.
