Hello, me and my friends are playing on our server, I am the owner over it and i want my friends to be enable to tp, sethome, teleport to spawn, time set, weather clear. I have no ide how i do that. I have download a few plugins and nothing had worked.

use can use a permissions plugin to allow your friends to do all of those things.

You need a permission plugin to be able to give players permissions to certain commands. Some Examples of Permission plugins are LuckPerms and Permissions Ex

To add onto what Tarna said, a permissions plugin can be used to add all of these permissions to groups which can then be added to users. (They can also be given directly to users if you'd like). Information on rank plugin use/setup can be found in the youtube video linked below. I'm also going to attach the essentials permissions nodes to help with all of your command allowances.
