Theres no Plugins option in menu

I want to have world edit on my server, all the tutorials keep saying "go to the plugins option in the menu", but there IS no plugins option in my menu... Idk if I need to pay for plugins or somehow I'm doing something wrong, but it's annoying the hell out of me. Can anyone help?

You need to start the server first. After starting your server, you should see it.

its in a dif spot than all the tutorials and its hard to see

lol ok nice. Ya the video was taken a long time ago and the panel has changed since then.
