Hello, my friend's server has trouble with spawning phantoms and them being peaceful, we have tried a normal daylight cycle and attacking the phantoms to perhaps provoke them, but we have had no results. The phantoms spawn in as a peaceful mob when we want them to be hostile, we aren't sure if this is a bug. Thank you for your help!
