Old nether mobs not spawning in nether

Long story short, ghast, blaze, wither skeletons. old nether mobs, don't spawn even though our difficulty is set to normal. We tried restarting server numerous times but still won't work. Anyone got ideas to why this happens? Killed piglems and other mobs to reduce spawned entities but still didn't work. Tried spawning blaze with an egg in the nether and it despawns imminently, but when spawned in the over wold they live.

As far as I can tell, the nether seems to be locked into peaceful mode. This can be seen if you disconnect/reconnect while in the nether. I don't know why this is happening, but we probably just have to wait for paper spigot to patch this.

so what I did was load into 1.16.1 snapshot and it fixed the difficulty bug in the nether

What do you mean? I tried loading from the snapshot, but it wouldn't let me into the server
