Yeah, you need to give them permission to, you can use luckperms or permissionsex or groupmanager, it's your choice, but remember that you also need the vault plugin.

To find which permission they need you need to find which plugin gives that command and then go on google and search minecraft PLUGINNAME permissions and look for the permissions required and then use the commands (that are different for each plugin) to give everyone access to it by default.

The cool thing is that you can also give them way more permissions and you can make groups and you can add prefixes and suffixes, you can really do amazing things with permission plugins

you can use luckperms and add perms that you want them to use there are other plugins but luckperms is the easiest to use
