Non-oped players cant use command blocks

So, i was makign a server, Claimed by world edit and world guard, i can use the command blocks to do stuff but non-op players cant use it to tp or anything in the command block, any help to fix this?

Non opped players cant use commands blocks. This is how the game mechanics work, meaning from what i know it can't be changed.

i think that non opped players cant type in command blocks, but they can activate the command example: you put a command in command block and other player presses the button on the command block, than the command will be executed

Thats true. Also, they can't open it in general.

ik that, but when a player *not an op* pressed the button that was on the command block, it didnt work, i could do it but the players couldnt
