Data Packs Not Working

I installed many data packs from vanilla tweaks.com and now im trying to add the data packs to my world. I have fallowed every step on every tutorial and still the player heads and more mob heads data packs dont work. I dont know if it has to do with the pugins I have on my server? Should I get rid of them or no? Please respond as quick as possible. Thanks.

Try doing these commands:

/datapack list

/datapack enable <name>

I tried doing that in this video I recorded. And this is what happened.

The server says that the data packs are working but when I kill a player/ mob it does not drop a player/ mob head. Thanks
