I don't trust to give my friend op, but he cannot mine anything if I don't. Is there a workaround?

My friend cannot mine any blocks on our server. I don't  want to give him op because he's corrupted our servers with it many times but I was wondering if there is a work around?

Also is he close to spawn? Servers have a spawn protection of like 20 blocks or something.

I agree with @PandaChan,

No friend should treat someone like that, I have had previous experiences like that and it helped me a lot to move on from them.

Just to expand, servers have a 16x16 spawn protection where you spawn, once you exit that region you will be able to place/break and modify the terrain.

On your server panel under settings there should be an option all the way at the bottom called Spawn Protection, just set that number to 0 and click Save, then restart your server and they should be able to do stuff as normal.
