Unbans Not Working

I banned my friend as a joke in the console in my survival server. I was gonna unban him but when he rejoined it still said 'You are perminently banned from this server. Please help.

If you don't have any plugins installed please try running the following command;

/pardon <username>

 

If this does not work please try deleting the banned-players.json file! If you delete this file it will unban/remove the bans of all banned players
