Most plugins don't require you to restart if you change their config. For example with essentials you can just do /essentials reload, most plugins also have this.

Migqy, Liami101 isn't talking about that. S/he's having the same problem as I am. The config.yml file goes back to default after editing even though the 'save' button was pressed.
