Resource pack detected but doesnt load

I'm trying to use a resource pack for some custom sounds and paintings for my server, but when I go into the server the paintings and sounds aren't changed. So I followed all the tutorial and everything and I'm prompted to download the resource pack when I go onto the server. But after the download screen reaches 100% it doesn't fade into the white loading screen, and the textures and sounds are still the original minecraft sounds. I've tried to find other similar issues but the solutions weren't really helpful.

I do suspect that it might have something to do with all the other textures missing. Since I'm only changing paintings and some sounds, only those files are inside the resource pack, so there aren't any textures for blocks or mobs etc. I suspect that might be an issue, but it works perfectly fine in a singleplayer world, so I don't know if that is the issue and what can I do to resolve it?

It could be one of a few problems, but let me address the ones I think it might be:
 

One: You formatted it wrong. Typically, the best way to format the link is to put it in dropbox, use the "copy link" button and change the "dl=0" at the end to "dl=1". Copying it into the correct spot will then allow it to work. If you did all that and it still doesn't work, go on to two.

Two: The resource pack you downloaded only works with optifine. Optifine-exclusive resource packs do not work with minehut, and you may have to find another option. If that does not work, try option three.
