Does resetting server /deop everyone?

Recently someone got op when they were not ment to and greefed my world, i have reseted the world and want to start fresh but i don't want that person to ruin it again, so would it deop everyone?

I am 99% sure that completely resetting the server will de-op everyone, but if it doesn't, you can manually de-op people by entering the command >>

/deop <player>
This command will instantly de-op the player.
