Unable to edit server

Ive been trying to set up a creative server on a flat world however it firstly wouldnt change world type to flat but would accept the texture pack I was giving it and the game mode. I messed with it for a while but then the texture pack stopped working and it wouldnt let me set the world to creative. So the issue now is its just a regular survival world. Ive tried resetting the world, repairing files however neither have worked and im stuck with a survival server that occasionally doesnt start.

Ok so there are a few things in here so I will split it up.

To give yourself gamemode creative you need to do /gamemode creative. (You need to be opped, do /op (yourname) from the console).

I'm not sure about the texture pack, it might just be too large a file.

If you are creating and / or deleting worlds, I would suggest downloading the plugin "Multiverse". When you have downloaded it and restarted it, you can use /mv create (world name) NORMAL -t FLAT.
