Water and Leaves

I am having problems with leaves not despawning, there is no wood in the area as the tree was removed. Also water is not forming proper source blocks when filling in areas.

How can i fix this, I have increased the randomtickspeed, and I do not know how to start tinkering with my water problem.

Hey! I would need more details for this problem. Could you tell me if you use any region protect plugins (e.g. WorldGuard)? And also could you tell me what is the tps of your server? Also, always try restarting (you should also let it hibernate for a bit) your server to see if the problem has been fixed.

I am not using any region protection plugins, but I do have a few different datapacks and other plugins. I have restarted and let the server hibernate, doing both has not helped.

Could you create another world, maybe the map is broken itself? If not, then I'm uncertain on what could cause this problem.
