Non ops can't use sell/buy/warp signs

In my server, non op players can't use the warp/sell/buy/enchant/repair/disposal signs. Can anyone help? I have no idia what else to try (I've been trying to fix this for several months now)

P.S: Be aware that I am a total rookie when it comes to coding, so be as simple as possible.

Nvm I fixed it. Here's how:

I went to the plugin's config file. You se there is a "use-bukkit-permissions: true"? Set that to false.

Worked for me!
