Options settings aren't going through

I changed some things in the options of my server (ghfjdksl.minehut.gg), but nothing is changing. I disabled monster spawning for example, but there are still monsters in the world, even after killing them they still respawn. I made these changes like a week ago, and the server was started and went into hibernation multiple times. I have also force stopped it once, and it didn't do anything. How can I fix this?

This may be an internal problem, but also try changing the gamerules. You can find tutorials and the commands all over youtube, but it is usually "/gamerule [rule] true/false". Try changing that.
