Set Randomtickspeed to 30000

I set my randomTickspeed to 30000 to check a new redstone contraption but I broke the server and cannot download the world save even though i am typing /dl world world. Any way i can reset the gamerules but not the world? (already attempted fixing tickspeed through console via website and ingame)

If you are unable to change the tickspeed through the console then the only other way that I know of is to reset the world.
