I think its a Spigot bug, I also have the same problem.

Every time when I place 3 or more blocks per tick a few times in a row with Tweakeroo's fast placement feature, the server sends a message saying "Too many packets sent ;(" then kicks me to the lobby, I have to rejoin every 5 seconds if I'm fast placing in front of a 0 tick concrete converter, or even just trying to place normal blocks to fill up a large area with fast placement. Is there a way to change or disable the packet sent limit
