Okay lemme reword some of that: how do I make people server administrators?

Hi! I just started my own server to use with friends and I'm kinda confused. As you can guess, I'm new to this type of thing, so I don't understand much. To make a long story short, how do I get the server to recognize me as the owner? I would also like to give players permissions. Anything will help! Thank you!
