hi um i followed the steps in the official datapack instructions and restarted and everything. when i do /datapacks in my server it only lists vanilla and bukkit. help?

hi! im trying to use an infinite trading datapack on my 1.17.1 server. i followed the video and copied exactly every folder and such. i restarted the server many times. when i do /datapack list it only shows the two built in datapacks (the vanilla and the bukkit). how can i make this work?
