Looking at those 2 users, the uuid for them are shown wrong in the file for some reason. In the file change the uuid for Lilixana to 327ada84-ffe6-46f0-b707-57244d18a93d and the uuid for anamchiee to 32ed51c8-b8a2-426f-8dda-b36f2a2addef. After changing these 2 values, click save and restart the server.

i don't have any plugins but how does pastebin work I have never used it before

hm thats weird. Are you sure you typed in their name exactly? Check the whitelist.json file again to see. Also what does it say when they try to join? Like what is the message that comes up in chat when they do /join <server name> in the lobby to join the server. 

The names are correct. and the message is You are not whitelisted on this server

we are on java, but i might just get rid of the whitelist entirely and just keep a close eye on who is on the server

I did the commmand, it even worked for other people but not for two others. does anyone have any answers?
