If you have the EssentialsX plugin installed, you can do /invsee <player's name> to open their inventory as a GUI, and if you're opped, you can take things from their inventory. If you have Skript installed, you can use the script file (.sk) to act as Essentials' /invsee command. invsee.sk

T W O P O S S I B L E S O L U T I O N S : #1 - Reset your main world. Go into the section that says "World" on the server dashboard, and click Reset World. This resets the server's main world, the one that was created when you made your server. #2 - Reset your entire server. BE SURE YOU WANT TO DO THIS, BECAUSE DOING THIS RESETS YOUR ENTIRE SERVER. Go into the "Danger Zone" on your dashboard, and hit Reset Server.

I believe it should. As @MrTibo said above, your server won't start if you have more than the plugin limit. Try removing plugins until you have 12 or less and reload the page. If the problem continues afterwards, try contacting support.
