I have put keep inventory on my server but when I'm in the nether it doesn't work

The server is online No i just put /op or op (my username) The only plugins I have are Herobrine, OpenInv, UltimatePerms and VeinMiner When I type tp it says: I'm sorry, but you don't have permission to perform this command. Please contact the server administrators if you believe that this is an error.

yea I cant do tp or spawn anything I triple checked what I wrote but its still not working

it worked the first time but now it doesn't work
