Einsteinoobplayz

I recently downloaded the BeautyQuests plugin, and it doesn't work. I tried /quests and /quests create and nothing popped up, only the unknown command string. I read on Spigot that the plugin requires another plugin called Citizen, but I can't find that anywhere in the plugins selection menu. Anyone who can use the BeautyQuest plugin please tell me what to do!
