    Add Plugman

    Plugman plugin is a great way to manage plugins. There are a lot of plugins that don't have a reload command, so we have to stop the server and start it back up for a change. This plugin will basically reload the plugin without any errors. Its downloadable here https://dev.bukkit.org/projects/plugman
