Update: I installed LuckPerms and it works, but it turns out the issue is actually totally different. Non-operators can claim plots of land, but for some reason Minecraft will insist the command is invalid up until they hit enter. Once they actually submit the claim, it works fine. Since this is a casual server made for a few specific people, I can just tell them that's the case.

I set up WorldEdit and WorldGuard on my server and gave default players permission to select a region and claim it, but when I de-op myself and try to claim a region, the /region or /rg command says I don't have permission to do it. Not sure what I'm doing wrong, but the WorldGuard documentation says players only need worldedit.selection and worldguard.region.claim to claim regions.
