You would require a plugin like protocol lib Then, you need to make a skript to only allow 1.16.

My skript only allows 1.16.4-1.16.5 to join.

Depends on how much is required. Can make skripts from 100-900 lines for free But, over 1000 will cost money.

You can do this in multiple ways.
If you are opped in game you can do:

"/op (person you want to op)

Another way, is if you own the server / have pannel access you can do:

(STEP 1)
Go to apperance!





(STEP 2)
Find server command!



(STEP 3)
Type "op (your username)"
Example: "op summerinvis"


(STEP 4)
Click send

Let me make this clear per the recent comment; 
I know how to read all logs and how to see all of the logs. But whenever I click on past logs within the log folder (ex. 6/5/20, today logs, show up clear as day but 6/4/20, yesterday logs, show up something like:
"b/��eA!Ae��lw_b;Ŀ�"

You would need to uncompress the file with a program like winrar or, 7Zip!
