Does the plugin RPGITEMS have a DoT (Damage over time) Power similar to wither that you can customize the damage of?

I am working on a mmorpg server and for it i need custom armor, RPGitems has a armour command but anytime i use it, it says whatever number i put as a percent, what does the percent mean? i dunno what im doing with rpgitems armour so i am wondering if there is a better plugin for custom armor

Also do you know a way i can make a weapon shoot something that when it hits a player it applies a buff and nothing else?

Is there any way to make weapons from the RPGItems plugin give potion effects while they are held???
