i just figured it out- but i still cant do commands.

I am making a server for my Discord, but every time I try to put in a seed and save it, it doesn't work. I restarted the server multiple times and nothing happens (i think-). I have also reset the server and tried to put it in creative, and it doesn't work. I am new to this so I also don't know how to put commands in, etc. Can someone help? hopefully i put this in the right place-
