im pretty sure its a 1.16.1 paper problem

so whenever i start up my server i can join properly but the chunks dont load,and i cant break blocks and after like 30 seconds i get kicked and it says "The server you where previously on went down,you have been connected to a fallback server." and then my server closes so if anyone could help or tell me how to fix it, i would be happy
