We are trying to make a command block use /run to try and use /mvtp @p world but its not working, help?

Help, every time i start a server, i usually get some of the basic plugins, but out of like the like 3, how do i disable new players spawning with stone tools? I dont know how to remove them i need someones assistance and no, i dont know what plugin is doing this, someone please help me

How do I make it so players always spawn in the void world? I cant get it to seem to work, I used Multiverse and VoidGenerator and I can tp to my void world, but everybody always spawns in the vanilla world, how do i fix this?
