by cheats do you mean operator permissions? If so type /op (ign) for both you and your friend to gain full access of all commands

If you're talking about in the Minehut Lobby you need a rank to be able to fly.

 

If you're talking about your player server you need to have op permissions.

/op yourusername - in the command section of the minehut online panel

then do /gamemode creative in game

You can’t download the world without being on the server unfortunately.
 

if you haven’t tried starting it from a minehut lobby I’d suggest trying that by doing /join yourserver. Or if you have tried that do it from the panel. If that doesn’t work then I have no idea why your server will not start

If so restarting your mc launcher will fix your issue
