I've tried doing it in the console and with the capitalized I but it still doesnt actually work

I'm playing on a server with friends and when anyone dies they keep their inventory, and i want to turn it off. I've tried using /gamerule keepinventory false multiple times and restarting the server but it's still on. Any idea how to fix this?
