how to make permissions like Admin, Owner, Moderator kindly reply with general permission formats and the command to put on permissions.yml im new so don't know scripting

just installed plugin called plotsquared . already restarted my server but it is not showing that plugin. also it dont have any plugin folder on file manager What to do ?

in my own server it says don't have permission can somebody help me what to do to set myself as owner or Admin access ?
