Solved: You can not be in survival mode to place or manipulate command blocks. I switched the server to creative mode, then I was able to place the command blocks. Once switched back into survival mode the blocks work, but may not be edited.

I am unable to place a command block in my survival world. I have command blocks enabled in server settings, but the block will not place. Even if I do a /setblock it will not allow me to edit the command. Thanks in advance for the help.
