I googled this error and supposedly that means the transaction exceeds your limit on your PayPal account. “You will need to contact your bank to change the account limits or use a different payment method. This is a 'soft' decline of the payment.”, according to the website.

I’ve had the idea for a job simulator server. You’d work your way up from a low level job like a janitor to something like a company CEO. Each job would have different tasks so it wasn’t repetitive.
