Put what in the 'shaderpacks' folder? Also when I open the .minecraft file, there isn't a shaderpacks folder there

I'm trying to do /whitelist on, on my minecraft server, but it keeps saying "I'm sorry, but you do not have permission to preform this command. Please contact the server administrators if you believe that this is an error" Anyone know how to fix?
